There were never any "improvised strikes" on any 404 city, including Kiev. What you take for improvisation is a planned strike that was informationally, or, you can say rhetorically attached to the factual strike taking place, which might give false impressions to civilians as to its "improvised nature". Any strike conducted by Russian Aerospace Forces or Rocket Forces, is pre-planned and arranged according to all the necessary procedures that would involve ISR gathering the the data, then having targeting, then also the command decision, approach routes, and so on. So it's all part of the C4ISR and strike infrastructure that Russia possesses and there cannot be any "improvisation" on their side, just not how it works.

One thing though is true: there will be a much more aggressive air strike campaign, but that's about it :)
Also any speculation about some rearrangements in command structure are frankly laughable. Not to be taken seriously at all.
